Some 30,000 people remained in shelters on Sunday, while the evacuation orders and advisories were issued for almost 6 million people, according to the Fire and Disaster Management Agency.

The heaviest rainfall seen in Japan for decades has caused destruction over large parts of the country, particularly in the south-west, where 58 people are missing.

Severe flooding and landslides have killed at least 100 people in southwestern Japan.

Japanese officials said more than 73,000 emergency workers and troops were involved in search and rescue efforts. "We've never experienced this kind of rain before", an official at the Japanese Meteorological Agency (JMA) told media.

The rain began late last week as the remnants of a typhoon fed into a seasonal rainy front. In another area in Hiroshima, 12 people went missing when a residential area got sucked into a landslide, and one body was later found.

"I'm really grateful to the rescuers", said Shigeyuki Asano, a 79-year-old patient who spent a night without electricity or water. "We are fully committed to life-saving rescue and evacuation", he said. Two hours away, in Hiroshima, residents watched their houses wash away amid the downpour. The rain also caused river flooding in other areas, and landslides occurred.

According to the Japan Times, some 267,000 homes had suffered water outages in at least 11 government districts, or prefectures, throughout the region by the conclusion of the weekend.

"We had evacuation orders before and nothing happened, so I just thought this was going to be the same", said Kenji Ishii, 57, who ignored an order and stayed in his home with his wife and son.

After the meeting, Abe attended the first meeting of the goverment's Team in Charge of Assisting the Lives of Disaster Victims, saying, "I'll visit sites afflicted by the disaster in series and ask for requests from evacuees and local governments".

Israel-based global aid group iAid said it was looking for support to send a team to Japan to help provide clean water and electricity.

The prime minister had planned to depart for Europe and the Middle East, but those plans reportedly have been canceled.

Kyodo reported that the operations at the hospital were successfully concluded on Monday, but that while the Ministry of Land, Infrastructure, Transport and Tourism had mobilized pumping trucks to drain the area, it was likely to take about two weeks to complete it.

And even with the rains over, the risk of flooding remained, with the town of Fuchu in Hiroshima issuing a new evacuation order as a local river burst its banks.
