The number of casualties remains unclear.

The death toll also highlights the severity of the crisis because people have perished in many prefectures. The prefectures of Hiroshima, including the densely populated eponymous city, and Ehime have been hit the hardest, yet the disaster has also ravaged nine other areas.

Some 30,000 people remained in shelters on Sunday, while the evacuation orders and advisories were issued for almost 6 million people, according to the Fire and Disaster Management Agency.

"We have to prioritize (which train services) can resume, according to their importance", a JR West official said. Most of the deaths were in Hiroshima and the surrounding area, but the damage was widespread. "We need our water system restored".

"At first I was grateful just for my life being saved, but a week has passed and I started to feel more anxious about the future", said Akiko Inuma, 62, at an evacuation center in the city of Okayama. School halls and gymnasiums have been opened to shelter the displaced, BBC News reported.

By Monday morning, the rain had eased off in the worst-affected areas, with soaring temperatures presenting a new health risk to people left without water and electricity.

"Being determined to do whatever we can do as a government, we want to continue tackling restoration and reconstruction in the disaster zone", he added. Power and water outages were common, and damage to roads and railway tracks disrupted deliveries of food and relief supplies.

On Monday, Prime Minister Shinzo Abe cancelled a four-stop foreign trip as the death toll rose, and his office said he would visit Okayama on Wednesday.

"We've never had this kind of rain before", a Japanese Meteorological Agency official said.

M - almost 80 people are believed to be dead in Japan after three days of torrential rain made rivers burst their banks, Al Jazeera reported.

This has become one of the deadliest natural disasters to hit Japan since the quake and tsunami at Fukushima in 2011 where 20,000 were killed or missing.

Among the missing was a 9-year-old boy believed trapped in his house by a landslide that killed at least three others, including a man in his 80s.

More than 54,000 emergency workers, police and troops have been deployed to help people, with the Self Defense Forces dispatching several planes to help airlift residents to safety.

Meanwhile, the Ministry of Land, Infrastructure, Transport and Tourism is continuing efforts to drain the area.

The flooding was particularly harsh because much of the rain fell over a mountainous region and then funneled down, causing heavy flash flooding.

Cracks were found on the banks of a reservoir in Hiroshima a few days after the torrents of rain, prompting local authorities to instruct residents nearby to evacuate.

Abe said the government obtained temporary housing for people whose homes were damaged or lost so they could move in and be more comfortable.
