The proposed fine is the largest issued by the Information Commissioner's Office (ICO) and the maximum allowed under the 1998 Data Protection Act, which applied at the time of the breaches.

Facebook's chief privacy officer Erin Egan said: 'We should have done more to investigate claims about Cambridge Analytica and take action in 2015.

Facebook has said it will be reviewing the report and responding to the ICO soon.

Facebook is facing a fine of over $650,000 in Britain after the country's information regulator said Wednesday the company failed to protect millions of users' data. The U.K.'s investigation found "evidence that copies of the data/parts of it also seem to have been shared with other parties and on other systems beyond", which "potentially brings into question the accuracy" of Cambridge Analytica's assertion that it wiped the data from its stores.

The revelations that data belonging to as many as 87 million Facebook users and their friends may have been misused is a "game changer" in the world of data protection, Denham said. Facebook is now facing inquiries by the U.S. Justice Department, the Securities and Exchange Commission and the Federal Trade Commission.

A Russian Internet company with links to the Kremlin was among the firms Facebook gave an extension allowing them to collect data on unsuspecting users - even after the practice was supposedly stopped, CNN reported Tuesday.

"We have been working closely with the ICO in their investigation of Cambridge Analytica, just as we have with authorities in the United States and other countries", Facebook's chief privacy officer Erin Egan added in a statement reported by the Post.

"Facebook users will be rightly concerned that the company left their data far too vulnerable to being collected without their consent by developers working on behalf of companies like Cambridge Analytica".

In Facebook's case this would amount to around US$1.6 billion (€1.4 billion).

Facebook COO Sheryl Sandberg's total compensation was worth $25.2 million in 2017-including $21.1 million in Facebook stock and the $2.7 million spent on personal security. But not all the data may have been deleted, according to some reports.

Mr Collins said his own committee will publish its interim report about disinformation and data use in political campaigns later this month.

A leading litigation firm in the country filed a complaint with Australia's Information Commissioner, the country's privacy regulator, that could result in heavy fines for Facebook.

"We must change this fast as no-one should win elections using illegally obtained data", she said, adding: "We will now assess what can we do at the European Union level to make political advertising more transparent and our elections more secure".
