As part of the deal, sources said, ZTE promised to replace its board and executive team in 30 days. Published reports suggested that the ZTE ban had become a bargaining chip in the Trump Administration's trade negotiations with China.

That was a serious problem for ZTE because the company is heavily dependent on United States components for its smartphone business.

The move was a direct result of ZTE selling to Iran and North Korea in direct violation of an April 2017 agreement that had ZTE promise to not sell to the aforementioned countries.

US companies could soon be cleared to do business with China's ZTE, according to Reuters.

ZTE has already paid a $1.19 billion fine for violating U.S. sanction. Its R&D centers are in China, the U.S., Europe, Japan and Canada.

ZTE will pay a $1 billion fine and have to put $400 in escrow for violating sanctions, Ross said Thursday during an interview on CNBC.

In April, Washington prohibited ZTE from buying parts from USA companies, including Qualcomm, Corning and Google.
