Facebook said Wednesday that the number of users whose data was swept up by Cambridge Analytica could be as high as 87 million, significantly more than the figure of 50 million that was widely reported at the outset of the data scandal more than two weeks ago.

"Cambridge Analytica licensed data for no more than 30 million people from GSR, as is clearly stated in our contract with the research company". Named "This Is Your Digital Life", this quiz app used a loophole in Facebook's app permissions model to gather information on over 87 million users, even if only 270,000 users used the app.

The changes come as part of a slew of announcements in the wake of the Cambridge Analytica scandal including new restrictions on Facebook API use and the immediate shut down of the old Instagram API that was slated for July, but which started to break developers' apps this week. "So we have now disabled this feature".

Zuckerberg is scheduled to testify on privacy issues before the House Energy and Commerce Committee Wednesday, April 11.

The revisions detail what information the company uses, what users consent to and how Facebook's advertising practices work. Schroepfer noted that beginning April 9, Facebook will make it possible for users to see if their data was exposed to Cambridge Analytica.

"For the next seven days, you'll be able to provide your feedback on the terms and data policy", Facebook said.

On Tuesday, Facebook announced it had removed dozens of additional Facebook and Instagram accounts tied to a Russian organization called the Internet Research Agency, which spread disinformation online in the USA before the 2016 election according to the Treasury Department. "Once finalized, we'll publish these documents and ask you to agree to them on Facebook, along with information about the choices you have over your privacy". Facebook says most of the affected users are in the U.S. Personal data on users and their Facebook friends was easily and widely available to developers of apps before 2015.

While the calls themselves and SMS message contents were not captured, the time of messages and the time and length of phone calls was recorded by Facebook.
