United States warns of action in Syria as it pushes new ceasefire

Meanwhile, the U.S. said it had drafted a new UN Security Council resolution demanding a 30-day nationwide cessation of hostilities, accusing Russian Federation of failing to ensure a ceasefire resolution passed two weeks ago was implemented.

Negotiations are underway over a solution in three towns in the Eastern Ghouta countryside of Damascus, a monitor group reported Monday.

A U.N. humanitarian spokeswoman said the United Nations was not part of that deal and still called for the urgent evacuation of more than 1,000 sick and wounded people in eastern Ghouta.

According to the White Helmets civil-defense agency, the regime and its allies have also stepped up attacks - both by land and by air - on Eastern Ghouta's Saqba, Cisrin and Zamalka neighborhoods.

At least 1,162 civilians have been killed, including 241 children, according to the Syrian Observatory for Human Rights.

More than 13 million people inside Syria now need humanitarian assistance, more than half of whom are children, the United Nations says.

In February, Macron had promised "retaliation and an immediate response from France" if the Syrian regime was found guilty of using chemical weapons against civilians, adding it would eventually "be answerable to worldwide justice" for its crimes.

Nebenzia defended the Syrian offensive in Eastern Ghouta as a legitimate counter-terror operation.

Russian UN envoy Vasily Nebenzya fired back at the statement by Haley, stressing that Damascus has "every right to try to remove the threat to the safety of its citizens", referring to the terrorists who have entrenched themselves in East Ghouta as a "hotbed of terrorism".

Medical and humanitarian aid to Syrians has been held up, and Haley noted that more than 500 civilians have died since the ceasefire was agreed to.

"We urge all parties in the southwest de-escalation zone not to take actions that would jeopardize the ceasefire and make future cooperation more hard".

Briefing the Security Council on Monday afternoon, UN Secretary General Antonio Guterres said fighting had continued across Syria despite the resolution, even intensifying in the Eastern Ghouta and claiming hundreds of civilian lives.
