"I mean, frankly, if I wanted to pull our people from California, you would have a crying mess like you've never seen in California", Trump said weeks ago, warning there would be "crime like nobody has ever seen crime in this country".

The high-speed rail project has put 1,700 people to work, Brown wrote.

Trump heads to San Diego Tuesday to inspect prototypes for a wall on the Southern border.

But the Democratic governor, who last week lashed out at the Trump administration for filing a lawsuit against California's new immigration laws, is seeking to capitalize on the presidential visit for a chance to pitch the beleaguered train project.

"You have lamented that "we don't have one fast train" in our country", Brown wrote in a Monday letter to Trump.

However, California - a state overrun with left-wing progressive activists groups and lawmakers - has so far proven to be a problem for the president's agenda.

"Under this premise, we will continue working constructively on the bilateral relationship with the United States".

President Trump has said the fight against illegal immigration, especially with unsafe gangs like MS-13, is going well, but no thanks to California. "We invite you to come aboard and truly 'Make America Great Again'".

State Democrats have also complained about an initiative to open coastal waters to offshore drilling, and the Republican tax plan which limits deductions for state and local taxes.

"This is basically going to war against the state of California, the engine of the American economy".

"It's all Kabuki, and it's bad Kabuki at that", said Bill Whalen, a research fellow at Stanford's Hoover Institute, adding that if Brown really wanted to sit down with Trump, he could have met him on the tarmac in San Diego.

Brown and Trump have no plans to meet during the president's trip to California, which includes a planned stop in Los Angeles.
