Inspection notices at 7-Eleven stores served by immigration officials

Texas-based 7-Eleven, Inc. noted that the stores are owned as franchises by independent business owners who are exclusively responsible for verifying employment authorization and that "it has terminated the franchise agreements of franchisees convicted of violating these laws".

Officials with 7-Eleven issued the following statement: "We are aware of Immigration and Customs Enforcement (ICE) actions taken at certain franchise locations".

The company said in an emailed statement that the ICE actions were taken at franchised stores, whose owners and not the company are responsible for making hiring decisions based on compliance with federal, state and local laws.

DOL's practices contradict Inslee's executive order last February that Washington remains a state that "doesn't utilize state employees as agents of federal immigration services", as well as State Attorney General Bob Ferguson's demand for privacy for undocumented immigrants in his suit against Motel 6 over its release of guest lists to federal agents of ICE.

According to the news outlet, 21 individuals who were suspected of being in the US illegally were arrested administratively and given the notice to appear in immigration court. In 2008, agents arrived by helicopter at the Agriprocessors meatpacking plant in Postville, Iowa, and detained almost 400 workers.

Agents with ICE's Homeland Security Investigations (HSI) served notices of inspections (NOIs) to four 7-Eleven stores locally, part of 98 stores targeted nationally, said Khaalid Walls, spokesman for the Detroit office of ICE. Several have pleaded guilty and forfeited their franchises, and have been ordered to pay millions of dollars in back wages owed to the workers.

Neither 7-Eleven nor was its parent company, Seven & I Holding Co. based in Tokyo, was charged in that case. Part of the problem, Wood said, is the lack of "a consistent signal" between administrations that the USA government will prosecute employers who hire immigrants without legal status. Hardliners have been pressing for a tougher stance on employers.

"We need to make sure that employers are on notice that we are going to come out and ensure that they're being compliant", Benner said. The clerk told agents he had no knowledge of documents required to prove eligibility to work and was asked to pass along brochures for voluntary programs aimed at better compliance with immigration laws.
