The Federal Communications Commission is expected to do away with "net neutrality" rules that supporters argue are created to keep the web free and open for all. The plan includes reversing the rule that now treats broadband as a utility, removes protections that keep ISPs from blocking or slowing service and will shift some oversight power over to the FTC.

Under the Obama Administration, the FCC regulated internet service providers like public utilities that gave the agency sweeping oversight over the conduct of these companies.

Under the measure, internet service providers would have to inform customers about issues including blocking, Politico reported Monday.

According to technology website The Verge, the real winners from net neutrality's end are the telecommunication giants like Comcast, Verizon and AT&T. Lawmakers are expected to vote on the repeal of the net neutrality rules on December 14.

The most immediate effect of the FCC's plan "is that constraints limiting contractual arrangements [between Internet providers and other companies] ... will be lifted for both AT&T and its competitors", said Joshua Wright, a former Republican FTC commissioner.

Pai is taking aim at regulations that were approved two years ago under a Democratic presidency and that sought to make sure all Internet content, whether from big or small companies, would be treated equally by Internet providers. Under the new rules, he said, the FCC would "simply require Internet service providers to be transparent about their practices". Video apps like Netflix and YouTube are available as another add-on, while Music (Spotify, SoundCloud, Google Play Music, etc.) is another, as is Email & Cloud (Gmail, Yahoo Mail, iCoud, etc.). Rights groups are also rallying to file lawsuits if the commission revokes net neutrality protections.

Under Pai's plan - called the "The Restoring Internet Freedom Order" - the federal government will "stop micromanaging the Internet". Mr. Pai added that the FCC was seeking to return to Clinton-era policies that governed internet providers with a light touch and had "proven to be successful".
